The
Amphibian Boot is a Relic that's worn in the Feet slot, and it'll make you swim faster the longer that you keep swimming. It also speeds you up while you're sprinting in the rain, and it gives you a chance to not use up any air while you're underwater.

Obtaining
You'll find the
Amphibian Boot inside Chests on 1.20.1, but only the ones that belong to water structures, like Shipwrecks and Ocean Ruins. Buried Treasure counts as well, and each of these Chests has a 2.5% chance to hold one.
The biome doesn't matter on 1.20.1, as it's the kind of structure that counts. That means modded shipwrecks, ocean ruins and other watery structures are able to have it as well, so they're worth checking alongside the vanilla ones.
You'll find the
Amphibian Boot in any Chest on 1.21.1, as long as it's in an ocean, beach, shore, coast or river biome. It doesn't matter which dimension you're in, and biomes from other mods will count if they've got one of those words in their name.
Around a third of Chests will have a Relic inside on 1.21.1, which gets picked from all of the Relics that match the biome. There are three other water Relics sharing that pick with it, and three more will join them in the cold and frozen biomes.
| Where | Chance | Roughly |
|---|---|---|
| Ocean, Beach, Stony Shore and River | 6.6% | 1 in 15 |
| Cold and Frozen Ocean, Frozen River, Snowy Beach | 4.1% | 1 in 24 |
These are the chances with only the Relics mod installed. Any add-on that has Relics of its own will be part of the same pick, which is going to lower them a little.
Relic Quality & Rerolling
Each stat on a new Relic is rolled between a lowest and a highest value, which is shown by the stars under its portrait. If you aren't happy with them, an ability can be rerolled as many times as you'd like, with all of its stats being rolled again.
A reroll costs 100 experience points for an ability with one stat, and it gets cheaper for the ones that have more. You'll pay 50 for an ability with two stats, or 25 if it has four of them.
Each stat on a new Relic is rolled between a lowest and a highest value, which is shown by the stars under its portrait. An ability can be rerolled for 50 experience points, but the new roll might turn out worse than the one you had.
Whenever a reroll comes out worse, you'll gain some Luck, which makes better rolls more likely from then on. Every point of Luck adds 5 experience points to the cost of a reroll though, and you're able to hold Shift to keep rerolling until it's perfect.
Usage
Fins will start working as soon as you're swimming with the
Amphibian Boot equipped, which means sprinting through the water and not just floating in it. Your swimming speed keeps building up while you do, and it'll drop back down again once you stop.

Slipping doesn't work the way that it's described on 1.20.1, as the speed bonus on land is taken from how long you've been swimming. You'll get it for a moment after leaving the water, but sprinting in the rain won't build it up at all.

On 1.21.1, swimming and sprinting in the rain both fill up the same charge, which is what your speed is taken from. The speed that you've built up in the water will carry over onto land for a moment, and you'll be able to step up full blocks while it lasts.
Gills gives every bit of air that you'd lose underwater a chance to be kept, which makes a single breath last for longer. It won't let you stay under forever, as the chance starts out low and has to be upgraded.
Abilities
There are three abilities on the
Amphibian Boot, and they're all available from Relic level 0. You'll earn 10 Upgrade Points in total, which isn't enough to max more than one of them, as they each go up to level 10.

|---|---|---|---|
| Speed per Second | 2 to 4% | 7 to 14% | |
| Maximum Duration | 3 to 7 seconds | 9 to 21 seconds |
The bonus stops growing once the maximum duration has been reached, which is why both of these stats matter. A new Boot with a perfect roll tops out at 35% extra swimming speed, and every point raises the speed and the duration together.

| Maximum Duration | 3 to 5 seconds | 7.5 to 12.5 seconds |
It only counts while you're sprinting on land with rain falling on you, and it won't build up if you're sneaking or standing in water. A thunderstorm works just as well as normal rain, but snow doesn't count for it.

| Chance | 1 to 10% | 4.5 to 45% |
Each point adds 35% of the chance that was rolled, which takes a perfect roll from 10% up to 45% at level 10. It's the weakest of the three to begin with, as a poor roll will start out at just 1%.
Upgrading an ability will take Upgrade Points, along with some of your own experience points, which goes up with every level. Resetting one costs 50 experience points for each level that it had, and you'll be given all of its points back.

Experience Sources
The
Amphibian Boot gains 1 Relic experience for every second that you spend swimming, and 1 for every second of sprinting in the rain. Gills doesn't give any at all, which makes a long swim the easiest way to level it.
A quarter of the experience that a Relic earns will also be given to one other Relic that you're carrying, as long as it isn't at its maximum level. Once a Relic has been maxed out, all of the experience it earns gets passed on instead.

Leveling
The first Relic level costs 100 Relic experience, and each one after that will cost 100 more than the last. You'll need 5,500 in total to reach level 10, and none of the abilities are locked behind a level.

Config
Before a single Relic can be changed, you'll need to open the Relics config file and set enabledExtendedConfigs to true. After a restart, a separate file will be created for every Relic, which holds its stat ranges, leveling costs and the chance for each type of Chest.

Related Relics
The
Drowned Belt pairs well with the Amphibian Boot underwater, as Water Flows adds to the damage that you deal there, and Fins wins back the swimming speed that Dead Weight takes away. Gills saves your air as well, which gives you longer fights below the surface.
The
Jellyfish Necklace goes well with it too, as Electrical Discharge hurts anything that swims into you. The Boot only takes one of your two Feet slots, so the
Aqua Walker is able to go on next to it, which lets you walk across the water as well as swim through it.
FAQ
It depends on the version that you're playing. On 1.20.1 it's found in Shipwreck, Ocean Ruin and Buried Treasure Chests, whereas on 1.21.1 it can be in any Chest that's inside an ocean, beach, shore, coast or river biome.
It doesn't give you water breathing, as Gills only has a chance to save each bit of air that you'd lose. That makes a breath last longer the more it's been upgraded, but you'll still run out in the end and have to come up.
A new Boot with a perfect roll is able to add 35% to your swimming speed, once Fins has had time to build up fully. It'll go a lot higher with upgrades, as each point raises both the speed and the time that it's able to build for.
You have to be sprinting on land while rain is falling on you, and it won't build up if you're sneaking. On 1.20.1 it also doesn't work as described, as the land speed is taken from how long you've been swimming and not from the rain.
